Your current service plan level defines how many surveys you are able to build. If you exceed that number then you will only be able to act upon the first 'n' surveys , where 'n' is the limit defined by your plan. The rest of the surveys will be there but you will not be able to access them.

If you want to access a survey, but you are over the limit, you must first delete a survey or upgrade your plan. Note that deleting a survey will permanently delete the survey and data. At any point you can access only the number of surveys defined by your current plan.
